Lee Martin focuses his practice in the areas of public finance, housing and development, healthcare law and tax-exempt organizations law. With over 30 years' experience in public finance, he has served as bond counsel, disclosure counsel, underwriter's counsel and trustee's counsel, and has acted as bond counsel for issues in Alabama, Illinois, Georgia, Colorado, Florida and Tennessee. During that time, he has developed particular experience in financings to construct or repair affordable and low-income housing, healthcare facility financings and refunding issues, including issues involving swap transactions. Mr. Martin has also represented healthcare facilities and tax-exempt organizations in other matters, and has extensive experience with Section 501(c)(3) financings.
Mr. Martin served as bond counsel for The Bond Buyer's "Deal of the Year" for the Southeast in 2003. In this first-of-its-kind transaction, 37 separate public housing authorities achieved significant economies of scale in an issuance through a pool bond arrangement. He is listed in The Best Lawyers in America for Public Finance Law.
After serving as Law Clerk to Judge Richard T. Rives of the U.S. Fifth Circuit Court of Appeals, Mr. Martin practiced tax law with a Chicago firm. He then returned to Alabama to join the public finance practice at Haskell Slaughter, and rejoined the firm in 2008 after practicing elsewhere in Birmingham for several years.
In addition to his law practice, Mr. Martin has been active in civic and community affairs. He serves as the general counsel of Civitan International, and is a former Governor of its Alabama Central District. In addition, Mr. Martin is a member of the board of directors of Greater Birmingham Ministries and Secretary and a director of the Alabama chapter of USA Dance.
